Eisbaer 240 pump won't spin continuously

Hi all,
Just bought and installed the Eisbaer 240 into my new build. It's on a Strix z690-A D4 motherboard. Everything's put together and I'm posting fine, but the pump isn't spinning & I'm throttling down to 400mhz just to stay below 90C. Haven't gone into windows yet.

Tried the aio pump header, tried chassis headers, tried cpu header. Same behavior on all of them, the pump will spin for a couple second and then sit still for ~5 before giving it another go.

Is my pump busted or is there something I'm missing?
