Thats the FAN Connector. (Sapphire has it near "PCON1")
Maybe you could just let this area "uncooled", because as far as i see, there is just the R10/R15 inductor, which should be nearly identically positioned.
(The original cooling block only cools GPU Die, Ram and Fets)

My comparison:
- a lot of smd pads near the pcie-connector, which asus does not have
- the pwm connector for the fan is at a different position (ASUS: near R15 on photo top left)
- the junction pads on the top edge of the photo are different (ASUS has a lot of soldered pads there)
- photo bottom...

I did not break any seals for the photos until now - there is just one sticker on one of the 4 screws of the cooler-block. (You see it on the 2nd/backplate photo)
Do you have a pcb photo of the sapphire radeon 9700, so I can compare?

I have an ASUS Turbo Radeon Ai Pro 9700 with 32GB RAM.
The GPU is very very loud, even in idle (original: 30% fan speed minimum at 2000 rpm with a 75mm radial fan).
Different to the 9070xt cards, as far as i know, all Radeon AI Pro 9700 share the same REFERENCE LAYOUT...
