I want to buy this card and the block for the phoenix item is it compatible for phoenix-s?

We haven’t tested the Phoenix-S so far. Without knowing what the PCB layout looks like, we can’t answer that question. We would need a picture of the PCB without the air cooler — then we can determine whether the cooler fits or not. Until then, I can only answer the question with a no for now.
