HI, The Eisbaer 120 is not enough to cool the i9 9900K. You will need at least an 240mm radiator to cool it. But the temperature will not be better then air cooling. If you want the CPU cooler or more silent you will need an bigger radiator like 360mm.

HI, Normally you shouldn´t hear the liquid moving. This is a clear signal that there is a lot of air inside. IF you want you can try to top it up with some distilled water.

HI, the radiator does not have a specific IN or OUT port. So you can change the IN/OUT direction on the radiator. We recommend to use distilled water with some anti-corrosion additive or our CKC.
