Rad inlet outlet port hot

Hi ,
i recently installed NexXxoS HPE-45 360mm Radiator, the issue is when i run it for 30+ minute (fan set at 100%) the water temp reaches 60+ even at idle and doesn't come down , both the inlet and outlet temperatures are same and very hot (unable to touch) , just to double check i turned off the fan , it remained the same , it seems the rad is not working and just bypassing water from inlet to outlet , at the other side of rad (drain port ) its cool.
Case is open , ambient temperature is around 20c
Setup :
Pump > GPU > CPU > RAD > Pump

Which type of CPU, GPU and Pump?

Could you make picture's of your intallation?

CPU Xeon Platinum 8259CL (24C , 200w , alphacool XPX aurora Pro block)
GPU RTX 3080ti (running at idle alphacool block)
Pump VPP755 V.3 (at 100% speed to test)
another observation: only the area near inlet outlet port are pumping hot air area under next two fans are cold

NVM , noob mistake , there was too much air in the rad , restarted pump 5 - 6 times too bleed out air , now its stable.
